ATTORNEY GENERAL RAOUL OBTAINS PRISON SENTENCE IN MEDICAID FRAUD CASE AGAINST TRANSPORTATION BUSINESS OWNER

Former Clay Transportation Owner Received Nearly $180,000 for Services Not Rendered

Chicago – Attorney General Kwame Raoul today announced the former owner of Clay Transportation was sentenced to four years in prison after pleading guilty to stealing nearly $180,000 from the state by fraudulently submitting Medicaid claims for transportation services he did not provide.

Cook County Circuit Court Judge Thomas J. Byrne today sentenced Antonio Clay, 42, of Prospect Heights, Illinois, to four years in prison after he pleaded guilty to a Class 1 charge of vendor fraud in April. Clay has already paid $40,000 in restitution to the state’s Medicaid program.

“Medicaid provides vital healthcare services, including transportation, to millions of Illinois families, seniors and individuals with disabilities,” Raoul said. “I will continue to work to hold individuals like Clay accountable if they exploit this critical program for their own financial gain.”

The Attorney General’s office prosecuted this case based on a referral from the Illinois Department of Healthcare and Family Services Office of Inspector General (HFS-OIG).

Raoul’s investigators determined that from January 2018 to May 2022, Clay submitted false Medicaid claims to HFS for transportation services to 18 recipients that he did not provide. As a result, Clay received $179,455.

Raoul’s Medicaid Fraud Control Unit receives 75% of its funding from the U.S. Department of Health and Human Services under a grant award totaling $12,584,776 for the federal government’s 2026 fiscal year. The remaining 25%, totaling $4,194,923 for the federal government’s 2026 fiscal year, is funded by the state of Illinois.

The case was prosecuted by Deputy Bureau Chief Melissa Guske for Raoul’s Medicaid Fraud Control Unit.
